CPP-NPA issues election policies for May 10 polls

The Communist Party of the Philippines (CPP) has released its election policies in so-called “red areas” or areas under the jurisdiction of the CPP and its armed wing, the New People’s Army.

In a statement, the CPP said it is barring from its red areas the entry of candidates it finds guilty of serious crimes against the people, including military and policemen who may escort them.  It added that these candidates are considered “persona non grata.”

The CPP also prohibited the use of dirty election tactics, including the use of bribe money to buy votes.

It called on candidates to coordinate with duly constituted people’s organizations to facilitate the smooth entry and coordination of campaign activities.

“These (election) policies have effectively eliminated election-related violent incidents in areas under revolutionary jurisdiction,” the statement said.

The CPP, outlawed by the Philippine government for espousing an armed revolution, claimed to have 120 district guerilla fronts all over the country.

Col. Maximo Caro, 303rd Infantry Brigade commander, dismissed the statement, saying the CPP-NPA are in no position to dictate policy in the coming elections.

“We have been looking for them (CPP-NPA) for some time and they won’t dare to show themselves. They are just pretending they are around and a force to reckon with when they are not,” Caro said.

He cautioned that the CPP-NPA issued their election policy statement to project strength where there is none, in order to fool people into acceding to their extortion demands.

Where are their Red Areas and we will go there, Caro challenged.

Brig. Gen. Francisco Cruz, AFP Civil Relations Service chief, claimed that the NPA’s demands for extortion money from election candidates are aimed at covering the gaping holes in the outlawed organization’s finances.

“Extortion is what’s keeping them alive, not their ideology,” Cruz said.

He also alleged that the NPA extortion demands range from P20,000 to P500,000, depending on the position sought by the candidate.

Permit-to-Campaign fees are demanded as a guarantee for candidates to carry out “hassle-free” campaigns in areas claimed by the NPA, while Permit-to-Win fees are in exchange for definite votes delivered for the candidate payee, Cruz explained.

  1. The CPP-NPA-NDF is in no position to demand or impose any condition on a candidate for the forthcoming elections.

    Its policies only showed the kind of organization it is. It is dictatorial and undemocratic.

    If they have anything against anybody, they must file appropriate charges in proper courts of the land and not in its own Kangaroo Court which has been proven to dispense INJUSTICE – not justice.

    The CPP-NPA-NDF exists for nothing but EXTORTION! Its Marxist-Leninist-Maoist ideology has long been dead. Very dead!
